The best is to wait 3 years till you get the citizenship before moving, not counting the time to process the citizenship application
+1 ... Just to add some,if the person moves out of province, then it's a serious break of declaration. If somebody thinks that it's not a serious offense, then there is no difference between federal and PNP. Just think why PNP exists, when already a federal exists, which allows you to move anywhere in canada.

I seriously DO NOT remember any such declarations. I do not plan to move out of my Province and I have been living here for the past 7 years and I like my Job and the Benefits BUT I do not recall any such declaration.

If you think Province needs you to be Economic, Remember that you also need a Province to be Economically feasible to live, buy a house and have a job. It is easy for you to say Stay in a Province but when you a better Opportunity somewhere else and have NO good job that you have been trying for the lat few years, and IF you are smart you will leave the Province - you do not want your kids and yourself a roofless house and an empty dinning table.

Be realistic my friends.

I am applying as PR through PNP Employer Direct Stream. This has been my long question... how long do I have to wait before I can move out of the province that has nominated me? I have a cousin in a different province and I want to move there. I know I have a stable job now but I am in MB and moving out will be better for my daughter. I have also read that if you have plans of moving out do so after receiving your PR card. Hope you can enlighten me. Thanks.

The binding agreement we signed when applying for PNP only states that we have the intention to reside in the province, but intention is a very ambiguous word as it can change all the time.

If the binding agreement specifically says that all the nominees have to stay a minimum [insert a number from 1 to 999] years in the province, then that will be the end of this discussion. It should be just as simple as adding a sentence but why CIC didn't do so?

In my opinion, it is reasonable to revoke someone's PR status if that person landed right in a different province and was never going to reside at the nominating province.
It is also reasonable to revoke someone's PR status if that person left the province immediately or after a very short period of stay (say a month or two).
However it is NOT reasonable to revoke someone's PR status if that person has shown the intention by residing in the province for a long period of time, for example, 1 or 2 years or more.

Another way to look at it is that if you go to the CIC website now and see what you need for renewing PR card and/or applying citizenship, nowhere you will find about the constrains on the inter-provincial mobility for PNP nominee. If there is any, it should be clearly stated out as it should affect greatly on lots of people.

Because, legally speaking, they can't.

From the charter of rights and freedoms:

6. (1) Every citizen of Canada has the right to enter, remain in and leave Canada.
(2) Every citizen of Canada and every person who has the status of a permanent resident of Canada has the right
a) to move to and take up residence in any province; and
b) to pursue the gaining of a livelihood in any province.
Until you have permanent residency, they can require you to intend to live in the province. Once you receive it, the charter guarantees the freedom of movement. Any length of time restriction would violate this section.

You should have a genuine intention to settle in the province that nominates you! But if circumstances prevail such that you have no other option but to move to an another province, then you will have to.
And that's what the Canadian charter of rights tells you too, if not otherwise.

If you leave before you get PR then your PNP will be canceled and you will not get PR.
