Moving from Ontario to Quebec while PR Application is IN PROCESS

I am a US citizen. My wife was born in Quebec. She is the sponsor for my PR application, which has been received and is currently "In Process."

We have been living in Ontario since we submitted the application but would like to move to Quebec.

Aside from notifying someone about the change of address, is there anything we will need to do in order to make the move? Is this "allowed" by CIS? Will I need to submit additional application materials or even resubmit the application entirely?

There is one extra step in the process for residents of Québec. I'm not sure of the best way to go about this, since you originally applied from another province, but what you need is a letter from CIC that will allow you to request the CSQ (Cértificat de séléction du Québec) from Québec's immigration ministry, MICC. You can't land as a PR in Québec or using an address in Québec without it.

My suggestion is, once you have a home address in Québec, to call CIC to update your address and let them know you need to get the letter from them requesting the CSQ from Québec, since your wife is now living in Québec.

After you get that letter, you'll go to MICC's website, fill out the undertaking, and send it to MICC. This costs you an extra $269. They'll sign and return your undertaking with two copies of your CSQ, and they'll send another copy to CIC (though you'll have the extra in case anything happens to the one they send directly).
