This was the same issue my husband and I had (which is why we opted to mail). If you have already mailed them your passport photos I would suggest writing to CIC using the IRCC webform and reporting your technical issue. When you do this take a print screen on how the “upload” page looks on your account (as they will email you back and ask you do this if you don’t) and attach it to your message. Hopefully they’ll be able to help you figure out why you don’t see the upload option in your submitted application.

So I got transfer email a few days ago, saying it will stay in Mississauga. When should we expect RPRF? What was the timeline for that for you guys?

Reading through this thread, I'm not sure there is a timeline. Some people wait more than a year with their applications in Mississauga, though that seems to be the exception and every case is unique. From my reading, 1-3 months looks to be more typical, which would put the whole process as completed in 7-8 months unless they run into a complication and forward the file to an overseas VO.

That might seem long, but it's blazing fast compared to the 12 month standard CIC says 80 percent of apps are completed by. It's also a lot faster than the times reported by applicants with files waiting in London or Delhi.

The rprf is a fee paid before background check, so it should be coming soon.

Hubby has red flags (minor arrests/1 conviction and 1 dismissal but police checks are clean and he has no trouble at the border) so I was hoping the RPRF would give us some indication of a good sign.

Mississauga seems to be inconsistent with RPRF. Some have gotten requests together with schedule A, others report getting it later and close to the end. I've not gotten a request for it but I've paid it now anyway and just sent the receipt via web form.
 
Late February applicant here, passed my medical on May 8th, just checked ecas this morning and it had a new line saying
" We started processing your application on June 7, 2018." Guess we're moving in the right direction, Should I or the sponsor expect mail soon?

I did receive an email just a few minutes ago stating my application was being processed in Los Angeles, CA. I thought my app could stay in Mississauga the entire time, does this mean they could potentially want an interview? It's a pretty straightforward case, the only thing of note is my wife moving back to BC to work and live with her father (the same address we stated we're moving to in the application). She already did an address change and everything through IRCC

You can’t say because of the interview only.
There are elements that we are not aware of when the IRCC decides to sent the application to the local VO.

When Mississauga decided to transfer your case to LA VO, it most likely IRCC wants to further assess some information about YOU (PA), not your wife (Sponsor).

Interesting, I had a pretty straightforward, case. I have no criminal background, previous marriages, children or anything else like that. I wonder what they'd need to inquire about if that was the case. Guess I just have to keep waiting to see.

There are many things may lead to the further assessment. Or I forgot to say that it may be an interview, because IRCC had doubt your relationship. Anyway, what you can do now is to order the GCMS note to see if there is any comments the Reviewer left on it that related to the case transfer. You can search on this forum to find how to order GCMS note pretty easy.

for what it's worth, my app was also sent to LA VO, and i thought mine was straight forward,
December applicant, still havent heard anything from LA, and the last note on ECAS was in March for Medicals Passed

For those of you think you have a straight forward cases, you need to think a bit harder about potential issues (Except IRCC may had doubts about your relationship). The most we saw here is the PA may have literally any issues with law enforcement in the past, including cases ended up without charges or dismissed. Those won't show up on FBI rap sheet, but they may show up on your state court systems, and IRCC can obtain those case info.
