Yes, the whole application was returned as it has to be a concurrent processing of complete package. As one was in complete so processing for the whole wasn't possible hence sent back.
It came from CPC Sydney.

Based on the current spreadsheet, out of all 500+ Oct applicants who received test invitation, only 3 are from Toronto, while 29 from Mississauga, and 53 from Scarborough - and among the remaining 400+ Oct applicants who are still waiting, 102 are from Toronto, 48 from Mississauga, and only 9 from Scarborough... seems like Scarborough has cleared most of its Oct applications (53 out of 62) while Toronto is barely moving, and Mississauga is probably taking on most of the applications from Toronto...
Most of Toronto will be Scarborough and a few might be on the boundary to get placed in Mississauga.

I Applied in December from Mississauga and its more than 3 months(102 days) now and no AOR. Very depressing situation. Should I also apply ATIP or I cannot because still I did not receive AOR ?

If you don't have AOR yet then they most likely haven't opened your application yet, and the ATIP report would give you nothing, or probably some information from your PR application but nothing related to citizenship

Have you tried using your UCI number to log in to ECAS...i know a lady that didn't received AOR but once logged in she has seen in there that the AOR was sent like a month ago. Good luck!

Looks like your AoR is over due. If you don't find anything online then call IRCC on phone number 1-888-242-2100. The best time to call is 8:00 am.
