URGENT QUERY - SENIIORS KINDLY SHARE YOUR VIEWS

A friend of mine posed a question to me which I'm really not sure how to answer. Here's the situation -
He got his PR in 2018 and did his soft landing on Jul 21, 2018. After that he went back to his country and landed back to Canada on Aug 10, 2021 during Covid travel restrictions. His PR card says PR since Jul 21, 2018 and his PR Card Expiration is Sep 05, 2023 but since he landed in Canada on Aug 10, 2021 he is very confused.

His Question -
1. What is difference between PR Since and PR Card Expiration date on his PR Card?
2. Is he eligible to renew his PR after Aug 10, 2023 as he won't be able to complete 730 days in Canada by Jul 20, 2023?
3. If not eligible for PR renewal, is there any help provided by CIC for PR holders who couldn't travel to Canada due to Covid travel restrictions between Apr-Nov 2021?

1. Don't understand your question, because it's entirely self-explanatory. One means date he became a PR. The other date means the day his PR card expires.
2. He can renew his PR when he fulfills the 730 days in five years (looking back from date of application). It's no problem if he remains in Canada while having not fulfilled that part of the RO; complications mainly occur if travels abroad. (Somewhat simplified).
3. No - first, he could have travelled to Canada (PRs were and are allowed to). Second, he will be eligible if he waits a bit anyway.

Note: easiest way to calculate compliance (in my opinion) is if he was out of Canada more than 1095 days total in his first five year period (to July 21, 2023, the five year anniversary of day becoming a PR). It sounds like he may be slightly out of compliance but it depends.

But again: if he simply remains in Canada until he is in compliance, there will be no issues in Canada, and once in compliance, then apply for PR card renewal.

Since his PR starts from Jul 21, 2018 - will it not end by Jul 20, 2023? And if he remains in Canada till say Aug 10 to become compliant of 730 days and apply for PR - Will the PR end date (Jul 20, 2023) not cause any problem in that during application?

Basically he will be covering up the remaining 20 days to become compliant before his PR card expires but his PR status should have been expired by then (Jul 21, 2018 to Jul 20, 2023)..no?

PR status does not 'expire.' The card expires. They are different things. Hence, the 'end date' of the card is mostly irrelevant while in Canada.

Being 'out of compliance' has (in the main) no consequences for a PR in Canada - it does not result in the PR card expiring either. The PR card is not needed for day to day life.

It becomes an issue if he needs to travel and return to Canada.

I don't understand what you wrote, but expect it's irrelevant once you've understood the bit above.
