News release on October, 31 2012, "CIC plans to admit a total of 240,000 to 265,000 new permanent residents in 2013, for the seventh straight year. This represents the highest sustained level of immigration in Canadian history"
News release on November 02, 2012 "Citizenship and Immigration Canada (CIC) announced today it will admit up to 55,300 persons in the Federal Skilled Worker (FSW) category in 2013"
Which means, out of 240,000 to 256,000 new permanent residences, maximum 55,300 will be under FSW and their visas will be issued in 2013. I think, this number will be considered as immigration level plan. CIC will work keeping this plan ahead.
CIC received certain number of FSW applicants which were 20,000 in MI2 and 10,000 in MI3 category and the number of visa issued each year considering that immigration level plan.
Similarly according to news release November,3, 2011, "In 2012, Citizenship and Immigration Canada (CIC) plans to welcome 55,000–57,000 federal skilled workers" The FSW who are getting visa this year, the number of visa are based on immigration level plan made in 2011 whose are among 55,000-57,000.
Since last couple of years, CIC has been receiving less application (through quota) and issuing more visas due to huge back log developed earlier.
Till now, around 100,000 applicants are still on back log under FSW and CIC expects to clear those at the end of 2014.
My perception may not be perfect but I guess such way. I don't have any idea about target number of visa in SVO.
