Dear Munna Bhai, Thanks for your valuable comments. I think the immigration officer/management under SVO have started strike (For their advantages, salary or political issues etc.), that's why they've come to a decision that thay dont want to handle any case until their requirement fulfilled by the government.
Note: In 2012 they started to handle MI-1 cases with great attention & finally completed almost all applications (If we see MI-1 forum).

When CIO/CIC look at SVO that non of cases r handled whereas most of VO r so busy to complete all of applications & almost completed (Like NDVO completed MI-2 & now processing rest of MI-2) then CIC directed SVO to send some files/cases (Suppose 10%) to another VO like AU. That's why some of MI-2 r getting IP & MR as well.

In conclusion, we have to wait untill "the end of strike" by the honorable SVO officers. May Allah bless them & bless us as well.
