om 18 APril I recived the same reply from Singapore visa office aftr sending them fax...I know there is no logic in it. But I also received this reply.
Dear Sir/ Madam,

Thank you for contacting the Immigration Section of the High Commission of Canada in Singapore to request the status of a Skilled Worker application for permanent residence in Canada.

Changes to immigration law in 2008 allow Citizenship & Immigration Canada (CIC) to set, through Ministerial Instructions, the number and type of applications considered for processing each year, and the order in which these applications will be processed.

No limit was placed on the number of Skilled Worker applications that could be submitted under first set of instructions (between February 27, 2008 and June 25, 2010). There was so much interest in the program that the applications received exceeded our capacity to process them within the timeframe originally predicted. Please visit theCIC website to see actual processing times for the past year.

CIC is committed to reducing processing times. With the introduction of a cap under the second set of instructions (between Jun 26, 2010 and June 30, 2011), we limited the intake of new Skilled worker applications to better match the number we can actually process within the annual levels plan approved by Canada's Parliament.

Processing priority is now being given to Skilled Worker applications that meet new eligibility criteria in a third set of Ministerial Instructions (from July 1, 2011). Details are available on the CIC website. Because they reflect Canada's current labour market needs, Skilled Worker applications under this most recent set of instructions are put into process on a priority basis as soon as the applications are received.

Applicants who applied under previous sets of Ministerial Instructions can anticipate longer wait times before processing of their applications begins. Those who meet the eligibility criteria of the most recent Ministerial Instructions are free to submit a new application for immediate processing. They may choose to withdraw a previous application or leave it in process. Fees will be fully refunded if the withdrawal request is received before processing begins.

The application about which you have enquired was submitted under a previous set of Ministerial Instructions. It is currently in inventory, queued for review based on its application received date. When we are ready to begin processing, we will contact you to request updated information. Until then, the only information you are required to provide to our office is:

- Change of address or contact information, including email address
- Marriage, birth, or death in the applicant's immediate family
- Request to withdraw the application and refund the application fees
- Submission of an Arranged Employment Opinion approved by Human Resources and Social Development Canada
- Change to the applicant's representation (to engage, change, or revoke a paid representative, the form IMM 5476 Use of a Representative must be completed and signed by the applicant, then sent to our office)

Dear Efer

This is exactly the same reply several of us received from SGVO. No logic at all, since MI-2 and MI-3 have the same NOC, only waiting longer >:(!

Does any one know how to insert table or picture? I have some data want to share with you and if possible, maybe we can analyze together.

Thank you!

Dear Rakib

Thanks for the encouragement, let's see how SGVO will act in the coming month.

I think there is a good point from the news release yeterday (CIC website) that your NOC is likely to be processed in priority (pls see below highlighted)

For example, instructions could place a priority on a specific occupation, such as doctors, and have existing applications from doctors processed first, regardless of where they are in the queue.

so just give a little bit more patience, sure you will get your ME soon!

All the best!

Thanks, hope2011 for wishing and pointing good hope for me. May good hope prevails for all of us.
Rakib.

News Release Building a Fast and Flexible Economic Immigration System

London, April 17, 2012 The Government of Canada is taking concrete steps to realize its vision of an immigration system that actively recruits talent rather than passively receives and processes all applications, Citizenship, Immigration and Multiculturalism Minister Jason Kenney announced today.

“As the Prime Minister has stated, the Government of Canada is committed to making economic and labour force needs the central focus of our immigration efforts,” said Minister Jason Kenney. “We have already begun the groundwork and will be building on this foundation in the months ahead to ensure our long-term economic success.”

As outlined in the Government's Economic Action Plan 2012, Citizenship and Immigration Canada (CIC) will work with provinces, territories, and employers to create a pool of skilled workers who are ready to begin employment in Canada.

“We are making transformational changes to Canada's immigration system,” said Minister Kenney. “We want a system that is faster, more flexible a system that attracts younger people who can help grow our economy the minute they arrive in Canada.”

CIC has announced that it is already taking proactive steps towards building a fast and flexible immigration system that meets Canada’s economic needs. For example, the Federal Skilled Worker Program (FSWP) points system will be reformed to reflect the importance of younger immigrants with Canadian work experience and better official language skills. Furthermore, CIC will strengthen the assessment of educational credentials to ensure that immigrants are closer to being ready to work upon arrival in Canada. FSW applicants will have their foreign educational credentials assessed and verified abroad as a part of the application process.

Today, Minister Kenney announced two additional changes that will help transform Canada’s immigration system. One proposed change would help CIC ensure FSW applicants meet current labour market needs. It would allow new rules set out in Ministerial Instructions to apply to people who have already submitted an application. For example, instructions could place a priority on a specific occupation, such as doctors, and have existing applications from doctors processed first, regardless of where they are in the queue.

A similar change would allow new regulations, once approved, to apply retrospectively to people who have already submitted an application. These changes would help ensure that immigrants are chosen based on Canada’s current needs and priorities.
“Canada risks losing the global competition for talent as potential immigrants choose to take their skills to other countries with more responsive immigration systems, rather than remain in the queue for years to have their application processed here,” concluded Minister Kenney. “All of the changes we are exploring will make Canada more competitive with other similarly-placed countries and more attractive to the best and brightest from around the world, and will better match our immigration system with the best interests of the Canadian economy.”

The highlighted part is really very disturbing. Any thoughts?

It is really insane, MI-2, MI-3 share the same NOCs and the number of applicantions is strictly restricted. A lot of VOs have already finished MI-2 applications. So it seems very confusing to me that SGVO wants to have backlogs from all stages: pre C50, MI-1, MI-2 and MI-3. Really cannot understand.

No progress for me for the past 13 months with SGVO. Is there a way to wake them up or to remind them that they have forgotten us for too long :'(?

Skilled Worker Inventory as of January 06, 2012 (Cases)
FSW : MI-2
MI-2 : Appl. Rec'd between June 26, 2010 and June 30, 2011
Assessment for Eligibility Selection Decision Final Decision Total

Beijing 2 45 215 262
Hong Kong 1 32 145 178
Manila 0 19 270 289
New Delhi 88 935 983 2,006
Singapore - RPC 7 478 44 529

From this figure it looks like SGVO has quite a number of applications still pending for their final decision.

What is assessment for eligibility and selection decision mean?

Can i understand as follow (please correct me if i am wrong)? It means every MI2 applicant is within the 529 applicants ( total number) that application was be sent VO Singapore office for process ? And every body who got RBVO ( like us) is within the list of 478 applicants who are selected for decision ( but not get into processing yet). And 44 is the number of people who were got the final decision ( whether approved or rejected) for period from JUNE 2010 to JUNE 2011.
