He said he went to the PGR building here in Cancun and there was signs that directed him to the appropriate area in the building to request it. Not sure if that information helps.

Most other applicants, from countries other than Mexico, can obtain their police reports at the beginning of the application process. For Mexicans, "normally" they are required to wait to submit the "PGR" reports until the Canadian Embassy provides the applicant with a letter requesting the PGR provide one. This "usually" occurs a couple months after AOR2. See the following edited letter we received and had to take to the PGR office in order to obtain the reports;

Of course the Mexico City Visa Office (MCVO) will let you know if there is a problem. But you probably have nothing to worry about! I'm just explaining it for every one's benefit.
