Oh wow! My husband actually deserted the army(12 years ago) and he only has the cartilla that is not liberated (the precartilla) from that time. Will they let him get the PGR?

Can you get it liberated (to make the precartilla a cartilla) by completing the application and going through the steps on the site below?:

Has anyone with a spouse or is Mexican National in Canada (and specified they were in Canada in the initial application) but has applied out land to Mexico city been asked for the informe de datos registrales instead of the constancia??

Also, could anyone please explain the differences to me

I have not done this. My husband had the precartilla (no liberado)and according to the PGR website this will be acceptable for the Constancia Registrales. But if what you are saying is true, that they need the "liberation" then it seems that we would need to go through the process of getting it. Any of the "old timers" want to weigh in on my theory?

My SO and I called the PGR to ask this morning, unfortuantly it is true :(

I wonder how good of a chance one has to be liberated with that form.. in my case and a few others, our spouses JUST got their precartillas..

can you tell what explanation they gave you.... i mean how will effect the application. i mean can the application be thrown out when this not the fault of the applicant but a change within the PGR

Well we didnt contact the embassy, we contaced PGR and they told us the no longer accept the precartilla, only the cartilla and that was it..I don't know what to do now either, we are set to apply in one month.

If this is there new rule, then I am sure there must be something you can bring other than the liberated card, lots of people need this card and are not liberated from the army, it doesnt make any sense

According to the website (if my Spanish is serving me correctly) it says that it takes 96 hours to get it. Am I reading that correctly?

He we was in the Marina. He served only 6 months then deserted.
