The letter your dad should have gotten is "Confirmation of Permanent Residence". This is not a temporary document and he needs to hold on to it even after getting the PR card. If he did not get this document, he may not have gotten a PR and it might be some other visa he was given allowing him to live in Canada indefinitely.

Do you have any letter from Sri Lanka or Canada, which has your file number written on it (post or email)? If you still don't have a file number that might put your case in Limbo. If your case has been closed by Sri Lanka embassy, then you should not bother waiting for their reply, it will never come. You father should contact CIC on the number (can only be dialed from inside Canada) in this link (link) and tell them the file number, to inquire about what the problem is.

Regarding the request for payment, you have to pay the fee for both adults and children.

Once again thanks a lot for your reply. Yes, which my dad got is the PR, and today he received the Social Card as well with a new number. And he should be getting his PR card in few days as for the info we got.

My dad had a different file number and we got a letter from here in Sri Lanka with a different file number (Asked to fill all the application forms ++). Which they sent through post mail for each family member (IMM5406E,IMM0008DEPENU,imm5669E) + Police Clarence, Birth Certificates, My Mom & Dad Marriage Certificate, Passport & ID Copies, Photos(AppendixB) etc...

Then after we sent them all the documents we got a new file number + UCI numbers for each from here in Sri Lanka. And from that point on-words, we were calling using that file number (for Medical Request etc.. which we got through email).

Then after that again they asked for some more details like, my work place registration details (In Canada - where I worked remotely sometime back) & photocopies of all the pages of my passport.

On ecas, my dads application process went under "Permanent Residence from within Canada -> Humanitarian and compassionate cases" and My Mom's (Our File Number) Application went under "Sponsorship -> Sponsoring a spouse, common-law partner, conjugal partner or dependent child living outside Canada". Will this helpful to get an idea?

I Thought it was a PPR-I, but actually not. As I am living out of Pakistan.

The social insurance number is issued to everyone not just PRs.

You can see the processing time for PR card here "http://www.cic.gc.ca/english/information/times/perm-card.asp" it is updated weekly.

Well the good news is that if you are able to check your case details on ecas then you have all that is needed to get the information you need to find out where your case is stuck.

I would suggest the following steps (need to be done by your dad, as all have to be done from inside Canada):

1. Call the number I gave earlier and ask for 2 things 1.what the delay is and 2.which visa office is handling your case after it got transfered from Sri Lanka- they can provide limited information, but sometimes sending inquires triggers them to action, when they have forgotten to open the file on the bring forward date.

2. Order your GCMS notes from here: https://atip-aiprp.apps.gc.ca/atip/ . The GCMS notes contains all the information that the visa officer has written in your file and will give you an idea of why your case is stuck. Your mother and all children above 18 will have to sign a consent form and send that to your father (just send him scanned copies as he needs to attach them to the application). I guess you could do it from Sri Lanka, just put your father's details in the requester's information (it has to be someone inside Canada, does not have to be your father). 3. I remember reading that your father has already approached someone in the local MP's office. Do not underestimate this channel. The MP has the channels to expedite information (but cannot influence the outcome) needed. All MPs deal with at least one sponsorship delay case in a day, so their staff knows exactly what needs to be done, however they do need to be pushed at times or they forget to follow up with CIC.

These steps have been known to expedite cases that are pending for no reason at all (yes this happens allot), however if your case is pending due to a background check that is pending, then even the Minister of Immigration cannot do anything for you through official channels. Ordering the GCMS notes will let you know if your background (security) checks are complete.

I never got the medicals received line in ecas and I have already landed :) Not having this line does not mean anything.
