Following the tabling of the 2012 Annual Report to Parliament on Immigration on October 31, 2012, Citizenship and Immigration Canada released further details on its 2013 Immigration Levels Plan today.

This year, the presentation of the detailed plan has been re-organized slightly to better reflect:

The number of new permanent residents who are spouses/partners and children of Canadian citizens and permanent residents. For example, spouses and partners who used to be under the “Humanitarian & Compassionate/Public Policy” stream, are now included in the larger Family Class (under Spouses / Partners / Children).

The characteristics of the different humanitarian programs. Previously, the “Humanitarian & Compassionate Considerations (H&C)/Public Policy” stream was not broken down into its distinct programs, so it was unclear how many persons were admitted under which program. Under the new presentation, H&C and public policies are now counted alongside refugees and protected persons, under the general Humanitarian Category. Public policies have also been separated into two streams to differentiate between those with federal resettlement support and those with other support.

A planning range is an estimate of the number of people CIC expects to admit each year, taking into account the differences in applicants' behaviour both before applying and once they have received their visa (some applicants take longer than others to arrive in Canada from abroad after receiving their visa).

For each range, CIC also sets an admissions target. The work of CIC's visa processing network is based on the admissions target so that admissions fall within the planning range. It is important to note that these are “planned” ranges and targets. Factors beyond CIC's control can affect actual admission numbers, e.g. security issues that impact overseas processing.

The Government of Quebec published its 2013 Levels Plan after CIC. For 2013, Quebec planned 31,400-32,700 admissions for Quebec-selected skilled workers, and 3,400-3,700 for Quebec-selected business. Quebec's ranges will be accommodated within CIC's existing total planning range.

There is one interesting question.........Is the Security Background Check over before Medical Request..? i am writing some of the posts ...that discussed in other forums...

1. I believe security check and background check always comes first. There is a logical reason behind it, medical is only valid for one year after being performed. So if your security and background check will take time as it does in most cases, you will be required to do it again. And most of the time CIC don't do that. They generally issue medical after security check or when they are sure about your background. I believe this is the same procedure most CIC performs throughout the world.

2. I do agree with toronto, b'coz security check comes first b'coz they try to get all information pertaining to your file study it completely only then they issue medical forms. As we all know the validity of the medicals is only one year from the date of medicals done.. So security check and background clearance is done before..

3. Background and security check are the process that consumes most of the processing time. It's not 2 or 3 months process. Process can take up to one and a half years depending on which country you are coming from, how many countries you have traveled to etc... etc... But ya it's possible that while your background check process is in the last stage, they issue you the medical documents. So ya its possible that even after your medical it will take some time to finish process entirely.


4. As per Qorax...when you received "Medical Results have been received" it means that your Security Background checks also over.

I also have same perception that Security Background checks normally over once you got 3rd line on your Ecas....espacially for MI3 applicant.

But still i feel that its debateable point and request to other members to give their valuable opinion on this point.

i so agree with your points, sure i do feel that background and security checks are done well ahead of medicals issuance,
also for m1 pre-June fsw, they do ask all the pcc, other countries pcc etc beforehand,and finally at time of medicals as a normal and mandatory procedure they do ask for fresh pccs to make sure that you clear security and criminal check in the countries that we are living currently,
i feel the same way,
but there is a point to be noted that some members in this forum had just 'in process' status even after medicals and pp request but received their visas!

CT-scan report all normal
but in comment : Few fibrotic strands in right apical region.

Yes dear you are right...ECAS is not something that always right......many members did not received MR line on ECAS but still got their PPR.....the working of VO some time very waired....but my point of concern is if the Security Background checks over before MR ...then why they take 4 to 5 months for PPR......

BGC = 2 stages
1. BGC of Docs, Exp Certificates, Degrees etc & Criminality & Medical
2. Security
1st stage is done after updated docs,forms and updated PCC, submitted to VO. then medical is done. but in some cases just to save the time of applicants, VO is asking for medicals with UDR, which is confusing the applicants.
2nd stage is criminality where cic spend huge funds from third party and different countries and record keeping organizations such as FIA, CIA, FBI etc. therefore it takes time because some names are common and in some countries Organizations are not reliable and CIC don't have any Setup.
this is in my openion and knowledge u can further investiget it. nekeol

In my case MR was done before security check. After my ecas change to medical received a week later VO requested for court disposition documents. this shows it was after medical was received they looked into my secuirity/background check.

I guess it should be OK if your CT Scan is normal.

Another thing also seems clear that if you don't have MR line in your eCAS, after your medical, there is some thing fishy in medical reports..any comments, other members??
