This applies to applicants (your wife), NOT SPONSORS. The information I posted from the Regulations is what applies to you. Your wife can be anywhere, as long as she is available to go to New Delhi to submit her passport when they ask for it, or attend an interview if one is needed. You MUST reside in Canada until she lands as a PR, you cannot be living long-term anywhere else as a PR who is sponsoring someone.
