I know it says on the CIC website that family class sponsorship applicants are exempt from the 'excessive demands' portion, so this should be the case even if the applicant has cancer in their history, right?

I'm going to be sponsored by my common-law partner. I had thyroid cancer (that could come back) and also have ulcerative colitis. I need to take pills for both. When this comes up in the medical exam, is it going to be a problem?
 
No - it won't be a problem.
 
Ah, okay. I didn't think so based on the up-front info on the site but I also wasn't sure if there were hidden problems I wasn't aware of.

Is the medical required as soon as I sent the sponsorship forms? or will they ask for it later?

That depends. If you apply outland you will need to do the medical exam upfront. Otherwise you should probably wait until it's requested as it expires after a year.
