Hi All,
I'm being sponsored by my partner to become PR, we living together in canada.
My kids are outside of the Canada and I am not planning to sponsor them after I get my PR, I'm in good contact with them, but they are refusing to go and have examined by just simply saying "we don't want to go", I can not force them and I told them I wont sponsor them in future, they are ok with it.
IRCC is now asking me that they must present police certificate and undergo medical exam, anyone was successful sending IRCC a letter explaining the situation and declare that not able to sponsor them in future is okay?

IRCC is very reluctant to remove dependent children from the applications. You will have to provide a lot of proof showing they will not do the medicals. Are they in the care of their other parent? If so you should be contacting them as well. How old are the children?

Does your ex spouse have sole legal custody?
 
Kids are 16 , 17 and 23.
They are living alone in the parent which is paid by them and particularly me and their dad. We are both contributing, so not sole custody.

The 23 year old is too old to be sponsored unless you submitted your application before they turned 22.

You can try to see if IRCC will exclude the other two. It would be more straightforward if you didn't have custody and weren't involved with them. You will need to show evidence that they refuse to get the medical.

Ultimately I would try to convince them again to get the medical done if for no other reason that the reason it will give them access to PR in Canada.

Agree with @scylla. I'd note to them that they can (hypothetically) be sponsored as long as they are under 22, and that while they may not be interested now, that could change - for example if they wanted to study in Canada.

If not - well, you tried. You can get a letter from them saying they do not wish to have the medicals AND they understand this means they can never be sponsored; while no-one can guarantee this will be enough, they are old enough that IRCC should take the letter seriously as evidence.

I would also add that you can expect longer processing times if you ask for them to be exempted from the medical.

Just provide as much as possible evidence that you tried to comply, it could be texts, emails, letters and their responses.

IRCC will request it repeatedly a couple of times and eventually will send a waiver form to you which should be signed by you and notarized.

The waiver is about that you won't be able to sponsor your dependant children in the future.

Try to provide some more evidence of your efforts each time they request it. It would be no more than twice usually.

After that your PR application will be finalized. It just will take some more time.
