I think you left out security and background checks and possibly fingerprint requests. Three weeks is not enough. But it shouldn't take 24 months either

There must be internal policies(? triage factors) used to sort out applications. For example, in 2011, some permanent resident applications in the Buffalo, NY visa office(now closed) were transferred to CPP-Ottawa to "speed up the creation and processing of their application". I imagine there was some kind of criteria used to determine which files go to Ottawa.

The Citizenship process is dirt simple, and could be simplified still. Remember the only relevant parts are PR date and physical presence since that date. Of semi-relevance is proof of language, but that could also be established in the testing / interview part of the process.

They should start by simplifying the form -- there's no need to request employment nor education history.

Next, they look at each case on its face, cross-referencing CBSA records. If the application appears valid and correct, it's sent to the testing / interview process.

Which brings the next point -- the testing process should be able to be done in a similar manner to one's learners license test for driving -- an automated, observed kiosk that you touch-screen your way through. There's no need for a testing appointment... it's not that long of a test. In fact, done this way, a person could take the test and submit the results with the application.

Finally, the interview. Just to verify the information and maybe do some spot-checks to make sure it is the correct person.

In all, the process from application to grant could take fewer than 3 weeks. It really isn't that much more complicated than the checks needed to get a drivers license.

With this process, first-come, first-served is not that hard to imagine.

Just got my test invite by mail for Nov 24th (Mississauga office).
No update on eCas yet.

Background checks are a part of PR. If you have maintained PR, then the only issue is criminality in another jurisdiction. That should be easy to verify, and if it is time consuming, then perhaps a delay.

Again, that check is something that is done daily at the border, while-you-wait. There's no reason for it to be any more difficult in the citizenship office.
 
Sigh, my application was received on May 7, processing started on July 11, but I haven't heard any more update yet. :(

I'd assume my local office would be Scarbough too. It's just frustrated to see people who applied late than me already got test date.

Calm down .. I hv same timeline as yours and didn't hear anything yet .. It will soon happen so take it easy
 
Pffffff... I say everybody... PANIC!!!! aaaaahhhhhh lol tis' the zombie apocalypse obviously, no exam date yet = government has been taken over by zombies = LOGIC! :P

It'll be fiiiiiiine, my best advice would probably be to get ridiculously busy in your day-to-day life, you kinda forget about this stuff because you have no time to think about it! 8)
