May intake

When can we lodge the file in embassy for may intake? Is there any fix date before that we cannot apply?
Please help me about this because i want to lodge my file as soon as possible

I tried to find an answer for this question, and as far as I know there is no a fixed date, however I need to know why some people is saying so, if there is no any written rule or previous experience why some people are saying this information !!!
