I've been in Canada and USA by visitor visas many times as priest . In case I'll get 1 year visitor multiply visa to Canada by invitation of our temple, may I apply from Buffalo for immigration to Canada as a skilled worker ( priest or Minister of Religion ) Thank you..

Only if you are ADMITTED for 1 year, it doesn't matter how long your TRV is for, it is how long you are admitted. Note if you apply to Buffalo, you better have a US visitor visa.
