If you want to use previous picture you are just fine as well
Some people upload new pic because they want the best pic on their pr card .

As far as I'm aware, many early May applicants already got eCOPR since last December/earlier this year.

If you are asking about the people who recently got portals, the current wait time from P2 to eCOPR is about 2-3 months.

And tracker had updated yesterday (March 18) but I didn't see any new update there !! Does it mean anything ?

No. There are some May applicants and late April with BG and P2 completed in December who has received eCOPR over the last two weeks or so. There are plenty other early May applicants with BG/P2 in early to Mid Jan who are still waiting on eCOPR, myself included. There is someone with May 4 submission, BG completed in December and P2 Jan 8 who received ecopr today

I'm not saying all of them have received eCOPR, but a good number that I've seen. I'm a late April applicant myself and am waiting for eCOPR as well.

Photo should be taken less than 12months. When uploading you need to make sure the face is properly aligned. Look for PR card sample online how the photo will look like when you upload it. It will be mostly a face
