1. Do I need to send the passport to VFS Paris or a photocopy of the passport to my local IRCC office here in France?
2. I also saw in my gckey there is an option to upload a copy of the passport digitally within 30 days, do I need to do this? If so why do I need to physically mail a copy of my passport to ircc France?

Yes, I did all of those, but I guess security is not initiated yet. My wife is already in Canada on a visitor visa. Do they start security after an interview? True but note that for the most part, the visa printing does not take place in Ottawa. The PPR request could come from Ottawa or from a field office requesting applicant submit to visa office in India or wherever.probably not because the visa sticker has anti-counterfeiting feature
