I would raise a webform and submit the job duty declaration letter through the webform. I wouldn't wait no matter how long the process is taking. If there is additional information to provide that can help your application - absolutely go ahead and do it.

She should submit the reference letter at the earliest because that is the mandatory letter with NOC code and corresponding duties and responsibilities along with the no.of weekly hours and benefits on the company letter head.

I have submitted a web form last week to ask for an update. Here's the response:

Does this mean I have to wait for a while ??
Yes and no. No one can tell I guess. As far as I understand, security is the last step on most of the cases. Security is handled by distinct organisations equivalent to FBI and secret services in Canada.
Sad part here is that IRCC cannot tell the status on security to be "in progress". It is either "passed" or "not started" because IRCC has no clue how above organizations work. IRCC will only get an update once security is passed or failed and they take respective action based on that report. That is why we see no moment until the last few days and boom the golden email.

Some can say eligibility is the last step. Eligibility is actually a big umbrella under which everything falls. So, however you want to consider that.

Guys, I have a question - when you call the agents, how do you get them to give you info? The first time I called, I got a lady who basically didn't want to talk to me. The second time, a super super nice person. Third time, dude who didn't want to talk to me. Fourth time, same deal (fourth time I called to update address because their webform is not "finding my application" and still she was like "can't you check status online?")
