I very highly doubt that a government agency just 'lose some documents'. I myself have worked for government agencies and everything that comes in via post or email are printed off and filed away and copies are archived separately. When CIC request something that has already been sent in it's most likely that they want another copy of the document for their files. They won't photocopy the document themselves because this is not seen as a true copy, it must come from the sender.

Well, maybe it's never happened to you. But I actually have had the IRS lose an application for proof of tax exemption for me twice while I was living in Japan. And people on this forum have mentioned CIC losing their whole applications for sponsorship too. So I certainly know government agencies can and do lose things. Now, perhaps that's not the case and CIC wanted a second copy, which I also said. I just stated some common reasons for why CIC might have asked for them again. Either way does not change the outcome that the OP needs to send a second copy.

GCMS notes are not charged. Just go on CIC webpage (http://www.cic.gc.ca/english/department/atip/requests-atip.asp) and apply online. $5.00 and good to go.. i am not sure about MP as i am also waiting to get an appointment from MP's office. But, few forums i have read, MP's do the same. Just coz they are MP they get GCMS notes faster than applicant.
if you wish to apply for it, do online orelse need to send CHQ or DD for $ 5.00...lolzzzz..

You can request the GCMS notes online yourself, and pay a minimal fee online. The notes are supposed to arrive in 30 days but my experience is they can take a little longer.

I would suggest you look through the posts on this May thread, going backwards for a dozen pages or so, until you've located a few people also going through New Delhi Visa Office. It's my perception that there are others on this thread waiting for New Delhi office. It's good to compare how long others are waiting. You might simply be in the normal time line for that Visa office.

When I received our GCMS notes, they didn't help. They didn't provide me with any insight as to what was happening.

Need your advise folks. My status is in progress since aug 1st and a background check has not started yet. I havent paid a rfpr fee when I submitted my application. Is it possible to go online and pay rfpr fee online without having a request from VO in order to fasten the next process before they will request a passport?
 
oday my husband picked up his passport with a fresh visa stamped on it! Thank God! The long journey has come to an end!!!

Yes, you should pay it online. I did not pay until they requested me to and it has now caused delay :(

For how long do you think it might cause a delay? I have heard you paying online and send a receipt by e-mail to the VO. Anyway, I am going to pay it tomorrow in order to be safe.
