That's a good question, but I never got an indication that they were looking at it in Ottawa. Based on what I see on the forums, CIC is such a stickler for following "the process" that I think it would have gotten kicked back to CPC-M no matter what...and the inquiries were what got it back there sooner rather than later.
The other thing I think might have happened is that we might have actually been approved back when we were supposed to have been, but the officer who looked at it never marked it approved in the system. The call I made last Tuesday confirmed that it had been sent to Ottawa prematurely and that it was "in transit" back to Mississauga. Then on Saturday ECAS changed to DM on the sponsorship. That seems super fast for them to have looked at it again and evaluated it, which makes me think that one of two things happened - it was approved before and just not updated anywhere, or it was flagged so it was dealt with right away. Or I guess it was actually in transit back to CPC-M earlier than I was told, but the call center can't see anything beyond that. It's all a black hole at certain points in the process, and I suspect that's the case when call center agents look too.
Be persistent with the call center. I called once a week for about 6 weeks, was always polite and always gave them just enough information to let them know we were truly late, but not so much that the agent would feel like they didn't have to go look. They can see that you've called before, but I never told them that, and I also never told them what the other agents had said about our file...I wanted to make sure they went to go look themselves.
