Technically, for you (and me) it would be two more years. So if, right now, you have exactly 2 years as a PR, plus 2 years before, under the new rules you
would only have 2 years total. So to have 4 years, you would have to wait 2 more years.

For you the risk may not be worth the extra $15, for me it was.
And even knowing now that the rules didn't change today,
I still think that was $15 well spent, given the information available at the time.
I still wouldn't say it's a reason to laugh...
I also hate the feeling of suspense and uncertainty.
Now it's delivered and there is nothing more/better I could do.
So I can start enjoying my summer
