My applications was delivered today at CIC's office in Sidney. Two days before the expected dates by Canada Post.
So far, so good. Already updated the spreadsheet.

I would strongly advise you to wait until you meet the requirements. I haven't heard any recent time when CIC granted citizenship to someone who hasn't met the minimum requirements. The judge will assess your request and CP5 on Residence gives some information on the assessment criteria:

B - Exceptional circumstances
In accordance with established case law, an applicant may be absent from Canada and still maintain residence for citizenship purposes in certain exceptional circumstances. To cite Mr Justice Pinard in the Mui case: I agree in principle with some decisions of this Court which, given special or exceptional circumstances, do not require physical presence in Canada for the entire 1095 days. However, it is my view, that an extended absence from Canada during the minimum period of time, albeit temporary, as in the present case, is contrary to the purpose of the residency requirements of the Act. Indeed, the Act already allows a person who has been lawfully admitted to Canada for permanent residence not to reside in Canada during one of the four years immediately preceding the date of that person’s application for Canadian citizenship. [Emphasis added] Even the early Federal Court decisions on residence recognized that absences from Canada
should generally be for special and temporary purposes. The Associate Chief Justice Thurlow, in the much-cited Papadogiorgakis decision, seemed to view that actual presence in Canada was required, except for short vacations or other temporary absences such as pursuing a course of study abroad (and always returning home at school breaks). In assessing whether the absences of an applicant fall within the allowable exceptions, use the following six questions as the determinative test. These questions are those set out by Madame Justice Reed in the Koo decision. For each question, an example is given of a circumstance that may allow the applicant to meet the residence requirement.
1. Was the individual physically present in Canada for a long period prior to recent absences which occurred immediately before the application for citizenship?
Example of an allowable exception: an applicant lived here for 3 years before leaving Canada for a period of several months. The applicant then returns here to permanently live in Canada and files a citizenship application at that time.
2. Where are the applicant’s immediate family and dependents (and extended family) resident? Example of an allowable exception: an applicant leaves Canada for several days each month, but her mother-in-law, her husband and her children all continue to live in Canada while she is outside of the country.
3. Does the pattern of physical presence in Canada indicate a returning home or merely visiting the country?
Example of an allowable exception: an applicant leaves Canada each month for 7 or 10 days, but stays abroad at hotels where the applicant conducts business or at the home of someone the applicant is visiting. The applicant always returns to Canada at a home owned or rented by the applicant.
4. What is the extent of the physical absences - if an applicant is only a few days short of the 1,095 total it is easier to find deemed residence than if those absences are extensive. Example of an allowable exception: an applicant was physically present in Canada the vast majority of the time, despite repeated absences.
5. Is the physical absence caused by a clearly temporary situation such as employment as a missionary abroad, following a course of study abroad as a student, accepting temporary employment abroad, accompanying a spouse who has accepted temporary employment abroad?
Example of an allowable exception: the applicant obtains permanent residence in Canada and is offered a job here. After beginning his employment here, she is asked by her employer to serve abroad for one year to help manage an important business venture. The applicant then returns here after the assignment is completed to resume her work in Canada.
6. What is the quality of the connection with Canada: is it more substantial than that which exists
with any other country?
Example of an allowable exception: an applicant has been spending a few months abroad, each year, to look after his elderly parents. When in Canada, however, the applicant is involved in his work and business ventures. He also is involved with community organizations and the vast majority of his personal contacts (professional and social) are people who live here in Canada. Finally, the applicant pays income tax in Canada and in no other country. In applying this test to an application, you must decide whether the absences of the applicant fall within the types of exceptional circumstances. If the absences do not fall within these exceptional circumstances, you must refer the citizenship judge’s complete file on the applicant to Case Management Branch for possible appeal by the Minister. Include your analysis of why the applicant does not appear to meet the residence requirement. Keep in mind that the delay within which an appeal can be filed is 60 days. Cases must therefore be referred on a timely basis, or the Minister will lose the right of appeal (see Chapter 8, "Appeals", for the procedure to follow).

Applying without meeting the requirement will certainly increase the processing time for God knows how long.

My wife studied in LINC program(before ELSA) two years ago ,but she didn't have any test in this program.we went to school to ask for a school record .but they said ''we don't have anyting can gave you. ''and show me a document from CIC.
I told them that in the application form ,we have to provide the education record ,but they still refuse that .
Please tell us what should we do.
If we fill in the education history without the school record,CIC will return the application.
If we don't ,we will lie to CIC

I am not sure if this applies to your case, because I am not sure about the dates. But this is an extract from the guide to complete the form on CIC's website:


Language Instruction for Newcomers to Canada or Cours de Langue pour Immigrants au Canada (LINC or CLIC):

When applying, be sure to check the box if you successfully completed the LINC or CLIC course at CLB 4/NCLC 4 or higher from January 1st 2008 to October 31st, 2012 and provide a copy of the certificate if available. If you do not have a copy of your certificate, please check the box and your participation will be validated in our system.
If you successfully completed the LINC or CLIC course since November 1st, 2012, a certificate will have been provided to you at the time of your successful completion of the course. A copy of this certificate is required as acceptable proof that you meet the language requirements for citizenship purposes.

For Manitoba: Manitoba Canadian Language Benchmark Report or Adult English as an Additional Language (EAL) Student Progress Report from Manitoba Government issued between January 1st 2009 and October 31st, 2014. Ensure your report indicates speaking and listening skills are at least at “completing CLB/NCLC level 4C” or higher (5B, 5C, 6B, 6C, etc.).

For Quebec: Bulletins by the Ministère de l'Immigration, de la Diversité et de l'Inclusion du Québec (MIDI) or the Ministère de l'Immigration et Communautés Culturelles (former department name) if:
The version was issued between June 1st 2011 and October 16, 2012. Ensure that your most recent assessment in “interaction orale” is level 4 or higher (Échelle Québécoise); or

The version was issued since October 16, 2012. Ensure that your most recent assessment is in “interaction orale” or “compréhension orale” (listening) and “production orale” (speaking) is level 4 or higher (Échelle Québécoise).

NOTE: Bulletins with results from online FEL (Francisation en ligne) classes are not acceptable for citizenship purposes, e.g. these usually have a course code B or FEL. Note that bulletins issued by the MIDI or the MICC align with the Échelle Québécoise and not officially with CLB/NCLC 4.

For British Columbia (BC):
If you received British Columbia's English Language Services for Adults (ELSA) training in 2008 or 2009, an ELSA certificate confirming language level CLB 4 or higher in listening and speaking. (Please note that certificates were not automatically issued at that time and you may have to contact the ELSA program directly to obtain a copy. CIC will not make the request for you).
If you received British Columbia's English Language Services for Adults (ELSA) training in 2010 or after, an ELSA report card or an ELSA certificate issued on or before August 31, 2014, confirming language level CLB 4 or higher in listening and speaking will be accepted. (Please note that certificates issued on or after November 1st, 2012 automatically demonstrate a CLB 4 level or higher, even if not specifically stated on the certificate).
NOTE: If you attended an English as a second language course that is not sanctioned by the ELSA program, do not submit it. We will only accept courses sanctioned by the ELSA.

For Ontario: Ontario Provincial Language Training Certificates dating from December 2013 or later, and issued by providers of the Adult Non-Credit Language Training Program funded by the Ontario Ministry of Citizenship and Immigration and International Trade (MCIIT), formerly known as the Ontario Ministry of Citizenship and Immigration. Ensure your Ontario MCIIT Adult Non-Credit language training program certificate indicates achievement of level CLB/NCLC 4 or higher, in speaking and listening. These certificates must be for:
English as a Second Language (ESL)/Anglais Langue Seconde (ALS)
French as a Second Language (FSL)/Français Langue Seconde (FLS)
Citizenship and Language Training (CL)/Instruction civique et enseignement de la langue (ICEL)

Never ever ever lie to Immigration! They have all the power ! Whenever something is out of the extraordinary with your file, missing docs from employers etc. So be it...happened to me as well. Always provide a letter explaning your situation!

When they find out (and mostly they do) you face rejection and possible refusal to reenter the country! They will also judge how well your file is presented.... gaps in the timeline...background check...etc....ssomething looks dodgy? You are done!

Well it is true. Why would i joke about this when i know that a lot of us here are wanting to know the result of our application and waiting is just an excruciating process for all applicants. It was just an acknowledgement of receipt, it hasnt been reviewed yet. But i really do hope that CIC is working faster now after all the fee has gone up.

AOR has nothing to do with local office - file will reach local office after AOR.
