I guess as long as your callerID registers as Canadian with CIC, it's fine with them. I'm not sure why there's this limitation over the calls? Unless because it's a 1-888 number and the government must pay the charges- will be pretty expensive. Now, if there's a non 1-888 number, that one should work, too, unless like I mentioned, they have limited it to Canadian numbers. I've never called their center, since I heard about people's experiences here, so I don't know the numbers.
I was reading about DellVoice now. It seems they offer Canadian numbers for free, but what's the quality, remains to be seen. Like I mentioned, I've never tried it before. I also just checked magicjack's website, and from the looks of it they are offering American numbers. Though it's free long distance within North America, it still is an American number.
Maybe the best way is actually to ask the user who has succeeded in calling CIC from overseas.
