Unfortunately the letter doesn't say why they were rejected. It's not even a formal letter. It's a bilingual photocopy letter saying that you must submit two new photos and sign the supplementary form provided.
I was worried about our photos as well but when we landed in December, I specifically asked the IO to check and measure the photo on the COPR to make sure it would be accepted which he confirmed was more than acceptable. He even checked with his colleagues. Alas even they were wrong
On the bright side, we did receive the letter exactly 37 business days after landing as the processing times state. Also, you don't need to show up in person to have photos retaken. You can now submit new photos by mail to the Processing Centre in Sydney, NS.
