There is no 'maximum permissible gap', education in Canada is not controlled by social rules. Grandparents go back to school after a lifetime away to get graduate degrees.

When consultancies make such a statement, ask them to share the reference for the same. Meanwhile, use Google to do your on research on the same. I am not aware of such a condition for Canada PR.
