Another option...your LOE looks great though.

You can choose to not change your answer since you are not claiming points for that. Just write in LOE that u are not claiming points therefore you chose not to submit ECA report...in this way u are being honest and also removing an unnecessary step (of verification)....just submit the original documents without ECA.

My answer is based on assumption that u are not claiming any points on her education.

I don't care about the points, but I care about not lying to any question. When the question asks me whether you have had any ECA evaluation in the last 5 years, and I have had an evaluation, then I am bound to say yes. Isn't so?
