Should I count master's degree with university and college or as a post secondary school?

So I will write

elementary 5

secondary/high school 8

college and uni 3

post secondary 2

But college/university took 2 years more (5 instead than 3) what should I write?
 
I think post secondary and college is the same thing. University is under grad and masters is post grad
 
This is news to me.
So, I have a Post Grad Diploma in Human Resources, does this mean that I have Masters? I am sorry I am too familiar with these educations terms and I don't want to make a mistake.

Secondary=high school

post-secondary = everything after high school

There is usually a distinction between a a post-graduate certificate/diploma and a master's degree (usually longer course of study, incl. exams and a thesis). If your program didn't call it a master's degree, it's not a master's degree.
