Master of commerce in Distance (part time) mode is evaluated as Master degree by WES?

Hi, Master of commerce in Distance (part time) mode from India is evaluated as Master degree by WES or any other evaluation authority?

One should consider themselves lucky if WES grants master's to a full time course.
Seek other institutes than WES. ICES and IQAS are known to give master's to regular MBA. Part time is in shallow water.
