Yes, in fact there was someone on here who recently had to forgo their citizenship due to not meeting their RO. However, they passed the test with a 20/20 in 2017, and had been dabbling with the RQ ever since. Dabbling until they received a negative determination on their file, and have to potentially restart the whole immigration process from scratch. That is a significant price to pay.
Further, it is often the case that if one is issued an RQ, then they will likely find it quite exhausting to fill out as a result of their own circumstances: they have either travelled outside a lot, or have moved addresses a lot, or have straight up fabricated their information.
