Marriage License Issue

I'm helping my parents apply for a short term visitor visa and they're being asked to provide a marriage license. The thing is that in Saudi in the 60s they didn't have records so they technically don't have a marriage license. I'm wondering how I can get around this or explain to anyone at the visa center about this situation. Thanks in advance.

Never seen a Saudi passport, are your parents names affixed on the passport?

Asking for a proof of marriage for a 60 year old? I am sorry but sometimes the onus is on the case processing agent to prove otherwise.
