Marriage Certificate/License Dilemma!

Dea Forum Members:

My spousal application is currently in process and I received a letter requesting a Mariage Certificate/License. Where we got married they don't know what that is. We submitted a marriage contract that had all the required information in it. I can't obtain neither a marriage certificate nor a marriage license. I have 30 days to submit the required document, seven of them have passed already, I don't know what to do. Appreciate any help.
