Your case is unique, according to your previous post you guys have visited USA multiple times because of the job requirements correct? now according to me there are two things can be done in this circumstances First one, if you visited USA many times and total days you stayed in USA during all of your visits becomes more than 180 than you may required to submit PC from USA (I may incorrect here, it is my wild guess only) Secondly, send an email to CIC with clear writing about your visiting purpose and total time you have spent in USA. They may revoke PC submission requirements.
Just send them explanation letter why u cant provide PC from US because you didnt stay there as residence. I understand this can be discouraging considering your circumstances/explanation but I say get this US PC over with. The FBI web site stated it would take approximately 4 months for processing but mine took 1 month only (processing times vary on a case by case basis though)!
