I did not receive the email about creating the status tracking account, but I just tried after 2 days of receiving the AOR, No error message and I was able to create the account and the status shows in progress..

Looking through the IRCC link, proof of english includes post secondary school certificates either in Canada or abroad. My wife and I submitted these from our home country. Certificates are written in English. I hope they are acceptable.

I think if it's outside canada or other major non English speaking country they expect proof that the the whole course/program was in English. If your home country was US, Australia, Newzealand, UK countries like this where every course is in English you will be good but if it is from a country where the course might be English or not then you have to submit an official letter/proof that the entire program was in English or french that's my understanding. Hopefully they'll accept yours.
"You may send a transcript, diploma or certificate showing that you graduated from a secondary school or from a post-secondary program in Canada or abroad. These materials must show that the program was in English or French. A single course in an official language is not enough to meet this requirement."

Those who recieved aor recently. What your last updated date in tracker? Is that aor date or different?

Background Check should be in progress or not started?

It's different for me. AOR 14th March, last updated 19th March. Though not quite sure of what it means.
updated is the date you get access to tracker so for you it seems to be 19 march
and 14 march is the date you see at the bottom on your timeline
