Thank you for the prompt reply. But what I asked was.. Should I ought to submit Police clearance since my 18 years? because I have submitted police clearance only for last 10 years and not since my 18 years.
Check the instructions and instructions for your country. You get a police/criminal record from your country. Perhaps different in your country, but for many countries these aren't for specific periods of time, but just for the person. (Typically may cover since age 18 but for many countries you don't specify for last ten years or since age 18, you just get the police certificate).
This may explain why others didn't understand your question.

Actually I suggest you check the country specific requirements for Sri Lanka. And if it does not say for last ten years, I would also suggest contacting IRCC through webform and asking, and likely in parallel getting the since-age-18 police record from authorities.
I believe almost always they are asking for police certificate (criminal record check really) since 18 (or whatever "age of majority" is in each country. Remember, they're not just interested in crimes you may have committed in last ten years but full police record (some crimes even long ago would make you inadmissable).
While it's hopefully unlikely that they'd send it back because you submitted the ten year form, it's possible, and it would be a shame if they sent it back because of this. Espeically if you submitted in March, you'd lose a lot of time.
If you contact them it's more likely they'd give you a chance to provide the certificate.

Is it possible for them to make final decision without biometrics?
The reason I ask this is, when I became PR back in 2018, I was never asked for biometrics. Why wont they make an exception and collect biometrics at port of entry during this pandemic?

After 18 years if you lived more than 6 months at some other city, you need to submit for that also
March 19th here and still waiting. I can't get any response to any webform I send in and no AOR yet.
Just Called IRCC, no updates yet for the file. they said it varies case to case when I asked people from even April are getting AOR, then why not us.
What a lame excuse, after this long wait still they says it varies case to case for issuing AOR. As spousal application is almost same, for AOR it is just scanning and checking for completeness, how come they are saying case to case. The final result or processing after we can expect that yes it varies as case to case but AOR should not. It is really frustrating.
