I have heard that NDVO is bit slow compared to CPC-M when processing applications and they usually give out decisions in 3-5 months of getting application.

Yes. This means that your file is going to be processed in Sydney office and probably your Eligibility already has passed and that's why they have started working on your security.

Did you ask about your eligibility checks completion ?

Probably your file wont even get transferred to VO for processing but might only get transferred to LVO to issue PPR.
