Please submit the web form or call IRCC and request them to send a message to case officier that 4 months deadline has passed for the OWP. I did the same and my OWP was issued after a week.

Exactly, it’s a magic of webform. You reminded them by submitting a web form that 4 months deadline has passed and it’s a time to grant you a OWP. Good step!!
Now, since you are able to link the application, you will see the processing and review eligibility message today or tomorrow. And within a day or two they will approve you OWP. Good luck

I've been away for a while but things have got a lot more positive since my last post here's my updated timeline and a couple of questions.
Around Mid-May I received a backdated notification of receipt for my PR application for 3rd April 2019.
31st May 2019 - Open Work Permit granted
3rd June 2019 - Permanent residence granted by Quebec - Received CSQ.
Projected time-line for granted PR - 3rd April 2020
I am currently waiting for the Federal Government to ask for my biometrics and the medical but has anyone else not been asked for these yet? I was under the impression that they ask for everyone's medical and biometrics. Maybe it'll be further down the line?
I take it that there's nothing else that I need to do for Quebec now then?
I hope everyone is firmly on their way to PR by now.

I'm still waiting for my background check to be done, I've got my OWP since 31st May 2019. I had to send my UK Police Certificates up front instead of behind (that's my my application was sent back, the one and only error).
I've still not been asked for my medical or my biometrics yet either.
I feel like I'm on a different timeline to everyone else, it's weird.
Yes I received my CSQ June 2nd 2019.
I received my instructions from the Federal Government to apply to Quebec around the end of March and sent it around 10th April, came back in just under 2 months therefore.

On july 16 Background check started
Sent RCMP (fingerprints and clearance upfront)
Medical passed sent upfront
Police clearance from home country was sent upfront
No additional documents requested as of now, Today on July 31, I signed in on my CIC profile, current status said application updated, when I opened to see the application nothing was changed and the current status went back to submitted...

We have the same timeline, and I think it happened to me as well. On second day, I received the confirmation email from CIC that they received my additional doc (police certificate) and my GCkey shows "we received your add docs". Did you received any confirmation from them for your additional docs?I sent my application on march 14,

I did not send any additional documents because I didn’t receive any request for additional documents as of now.
That happened to me when I looked into my application when I passed the medicals and they started processing my background check. I believe it is normal. "Submitted" is the default status after you look into the steps after an update. I recall that it also happened when I applied for my study permit in the past.I sent my application on march 14,

I sent my application March 19th and received AOR around May 3rd. Unfortunately our OWP was returned the next week due to not sending a receipt form (Our bad) we resent the OWP application on May 17th but have heard nothing still. My wife called to find information on the processing, and they said that my eligibility was still being confirmed before the OWP would be approved. When I look at the application, which is linked to my gcKey account, I can see that the "Review of eligibility" is still in progress.
Has anyone else experienced this? Is there any way I can check up on this process?

How do I know that my Background check has started? Should I receive an email?
My process looks like it stops from movibg forward. I received my OWP and exam request. The medical exam passed two months ago but I have not recevied any notification. Should I call them?

Congratulations !! I am happy for you !!! You will get in post in 3-4 days... hopefully by the end of the week otherwise Monday . Good luck for job hunt !!
