Normally BIL request comes a couple of days after MEP. Delay of 3 weeks is too long. It will save you 1-3 weeks. When RPRF is requested, a request to pay is sent, then after you pay and submit the receipt, it is added to your file, verified, and then approved. This can take 1-3 weeks.

May 16 RPRF request as an ADR and paid and submitted the fee receipt on may 18.... After 2 days ADR changed to Not Applicable...
Now waiting....
At some point, after you submit the additional documents to add yourself as a dependent, you will get the second BIL, the first one is for your wife only, you have to wait for yours.AOR March 12
it is PR application with Wife as primary - lives in the US, I'm dependent applicant living in Canada
At the end of Biometric Instruction Letter - the part FOR OFFICIAL USE AT BIOMETRIC COLLECTION SERVICE POINTS: only has my wife's name at the very end of the sheet - does it mean only she has to get the biometrics done?
Question1: Does Biometric sheet has only primary candidate's name?
Question2. Does Biometric need to happen for everyone in the application?
