Wow, they still haven't transferred it! I understand why you are lying awake at night. So much of this whole process is full of inconsistencies.
I don't know why they started our background check before they transferred our file, which was like 5 months ago also and nothing seems to be happening with our app, maybe it is actually delaying things from moving forward, IDK.
It's my theory that they changed the normal procedures in order to try and respond to the problem of alleviating backlogs encountered at the time. However, by changing the method they process, it didn't really alleviate the problem and they were no better off than if they waited to transfer the file to the VO or have the VO do the background check.
It will be very interesting to see what your notes and what my notes say. Perhaps this is why they are delayed with sending out the notes too. It is making more eople want to know what they have been doing because they have made these changes to the process and it doesn't seem to be helping or speeding up the process but instead having more applicants want to know what is going on and creating more paperwork on their end.
Hope you have a timely processing timeline regardless of having your app stuck in Mississauga. The notes should tell all, and let's hope they come when they are supposed to.
