It won't hurt emailing CEM once or twice, but not everyday of course...
If you have been waiting for more than a month tapos wala pang PPR, then might as well email CEM. Usually kapag natransfer na ang file sa Manila Visa office, gumagawa na kaagad sila ng parang "account" at nagkakaron agad ng initial screening. A few days after initial screening, magpapadala na sila ng PPR.
