Well, I don't want to sound discouraging but...Buffalo VO? According to the spreadsheet and to the official CIC processing times, it's one of the slowest VOs with an average of 21 months of processing times.
From what I see in this forum, you are even lucky that you got RBVO in such a short time. Unfortunately FSW2 instead of being processed faster, as it should be, they are being treated with doubt from VOs, because there were some fake cases in the past. I also agree that FSW2 should be processed faster cause an employer can't wait for ever, but this is not the case when it comes to the CIC. Your problem is not your NOC (which doesn't affect the process) but Buffalo
