I dont thats a big issue. The website states
"You may begin to gather your police certificates before submitting your application to the CIO. Although you will not submit the police certificate to the CIO, you must be ready to submit them to a visa office if your application is recommended for further assessment at a Canadian visa office.
When you submit the application to the visa office please ensure that your certificates were not issued more than three months before you submitted your application to the CIO."
3 months since you first applied to CIO.
Which means lets suppose you applied on 1st March 2010 and have attained PCC on 1st Dec 2009 then when you shall send your Documents to CHC (any) your PCC that you obtained in Dec 2009 is still accetable.
The reason behind this is "you need police certificate for the places where you have lived 6 consecutive months". Now after getting the PCC if something changes in your situation then you shall mention that in the docs being sent to CHC which obviously will be for the period of more than siix months and for that period you shall be asked for a new PCC.
Its a bit complex but at the same time very easy to understand
I personally think you should send the PCC that you obtained in the meanwhile it shall not be considered expired.
