Hi,

I have a cousin brother staying with his wife in Manitoba from last 6-7 months. I have a sibling staying in Ontario from last 4 years.

My questions are:

1) Can I apply Expression of Interest for Manitoba PNP marking a clause that I have a cousin brother staying in Manitoba?

2) Will the presence of my sibling in Ontario affect my Expression of Interest for Manitoba PNP?

You can apply mentioning your cousin brother for MPNP. There is a positive chance of PR.
 
But the clause says "Relative should be living in Manitoba from at least 1 year" so is it ok to apply?
You will take 3 months to collect documents, until then create your profile and wait for 1 year to complete.
 
I have created the profile and submitted it to IRCC. I am eligible under FSW program. My next step is province nomination.
This is the problem. Lesser information.

Manitoba has its own Express Entry system and they conduct a draw every month. No relation with EE.

You can not prove intention by doing that, I know you are trying to score extra 50 points, but Visa Office should be convinced about you definitely moving to Brandon.

Are you basically saying I can't say I want to settle in Brandon while my uncle is living in Winnipeg?

When did I say that? I said, its difficult to prove intention if you are claiming family points in Winnipeg but setting outside of Winnipeg, where you get 50 extra points. Try your luck.
 
I have 550 points already without the 50 points from planning to settle in Brandon but my problem is that Manitoba seems not to be sending ITAs to people intending to settle in Winnipeg.

Since January, the points have not dropped below 561.

550 points are too low.
 
I will disagree with you on this. The lowest point for May 23 draw was 506.
You should read it carefully.
