steph, don't worry with ecas, mine change to canada address 2 weeks after i received my visa. and i've read some even has phil address even when they landed already.

Well, in this case it doesn't seem like one person's opinion versus another. If you find that your position isn't held by EVERYONE else (and in this case it looks like everyone who is responding), then it might be a good idea to at least rethink your position. If you still hold it as valid, then fine. But it sounds like you are guilty of what you are accusing everyone else of. You gave an opinion. Everyone else gave theirs. But you "know your right"?

if this is true, there's a serious problem dealing with DHL, can you imagine if lets say, i will send some documents to CEM, don't tell me they will open it up before delivering to CEM to make sure the package is really for CEM... and yes, enough already for me,...that's all i can say...
 
Well, if they are opening the "mail" then that is illegal and I hope something is done about that. If they are simply opening the courier's outer mailer and looking at the inner envelope's information, then they can do that. That is basically "their" envelope. But if that is the case they aren't "opening the mail". The contents would still be safe inside the embassy's envelope.
