mailing in your passport to Canadian Lawyer

Guys,
I am currently in the US. My Canadian lawyer is highly renowned and been in the business 30+ years. It a family business. Today I get a call to send in my passport to him in Canada from the US. He will then send it to Buffalo for stamping. Is that even legit? I know you can not send passport over mail across borders. Can someone guide me. I know i owe him some dues.. is that a way to hold on my passport until I pay him up? I just somehow don't want to buy this since his is highly respectable.

I know you can not send passport over mail across borders.

You can between the U.S. and Canada. I don't know why the lawyer doesn't just give you the information you need to mail it straight to the Buffalo consulate.
