my query is: kindly name those universities which offer lowest tuition fee for international students in M.Eng. programs (specifically mechanical, materials, manufacturing, industrial engineering), and these uni. have some good reputation and also come under PNP category ?

University of Regina is one offering MEng program at low fees!

Memorial University of Newfoundland has the lowest international students program fee for most of it's regular Master degree programs( including Meng.)- around 6,000$ for the entire program (2 years). They have also mentioned that approximately, the value of funding packages recently offered to graduate students in Engineering and Applied Science is around 15,000$.
