Low crs score of 429 can I get provinance 's?

I am having crs score of 429. If I apply for provinance. Can I get selected for one?
Which provinces are better for NOC code 2173?
Please guide me on time it consume for pnp

Maybe. Have you looked at any province’s to see if you are eligible? Provinces have their own grid assessments. Do you have a masters or family living inSaskatchewan or Manitoba? That is the first step. Ontario tech draws for your NOC have been 460+.

Seems like ontario ND Alberta I can apply...
I don't have masters..
