UCI number has been lost from previous TRV application . Do you have to pay for Biometric fees again?

There has been one previous TRV refusal for insufficient information. It will be re-applied again to attend a wedding in Canada.
Any suggestions from the experts here on how this application can be made stronger this time?
Previous travels : UK 2003, Pakistan 2002-2003-2004, China 2005, Malaysia 2009, India 2019, also a Schengen Visa was issued in 2004 but never used.
Reason for travel : Attend Nephew's wedding , proof of reservation attached. ( 3 week stay)
Financial : $5000 CAD in bank.
Ties : Wife , 2 young daughters and mother will be waiting in the home country

a lot of factors, when previous trv was refused?what remarkable changes have occurred in you circumstances, what information was missing in previous application, how you are gonna address vo for the reasons of rejection for previous trv, whats your home country? what are sources of income that you saved 5000 CAD from..and much more..without knowing complete profile,no one can guidr you in better way

3 werk stay will definitely lead towards rejection and nephew's wedding is also not a strong purpose of travel..but still without knowing complete details,none can guide
